Die Europäische Union ist Vorreiter auf dem Weg in eine nachhaltige und umweltfreundliche Zukunft. Bis 2050 will Europa der erste klimaneutrale Kontinent werden. Für dieses Ziel hat die Europäische Kommission eine neue F-Gas-Verordnung erlassen. Sie regelt die Verwendung von fluorierten Gasen. Diese Gase tragen erheblich zu den Treibhausgasemissionen und zum Klimawandel bei. F-Gase werden häufig als Kältemittel in Kälteanlagen verwendet. Die neue F-Gas-Verordnung ist am 11. März 2024 in Kraft getreten. Sie ist ein wichtiger Meilenstein auf dem Weg in eine nachhaltige und umweltfreundliche Zukunft für die Europäische Union und die Welt.
Die neue Verordnung wird viele positive Auswirkungen haben, aber für den Sektor der gewerblichen Kälte bedeutet sie zunächst: neue Herausforderungen und neue unausweichliche Veränderungen. Die F-Gas-Verordnung hat das vollständige Verbot von fluorierten Gasen in der Europäischen Union bis 2050 zum Ziel. Die Umsetzung dieses Ziels erfolgt stufenweise. Die nächste Stufe betrifft ab 2025 den Sektor der gewerblichen Kälteanlagen.
Ab 2025 dürfen in neuen gewerblichen Kälteanlagen keine F-Gas-Kältemittel einsetzt werden, die ein Treibhauspotenzial von ≥ 2500 GWP haben. Neue, hermetisch geschlossene Kälteanlagen dürfen keine F-Gas-Kältemittel nutzen, deren GWP ≥ 150 GWP ist. Ab 2030 gilt der niedrige Grenzwert von GWP ≥ 150 für alle neuen Kälteanlagen.
Ab 2025 wird der GWP-Wert für Kältemittel, die bei der Wartung und Instandhaltung von Kälteanlagen Verwendung finden, auf ≥ 2500 begrenzt. Dieser Wert wird ab 2032 für stationäre Kälteanlagen auf 750 gesenkt. Ausnahmen gelten für bereits bestehende gewerbliche Kälteanlagen, die recycelte oder aufbereitete F-Gas-Kältemittel verwenden. Für sie gilt bis 2030 im Bereich der Wartung und Instandhaltung ein GWP-Wert von ≥ 2500. Der neue Grenzwert für die Wartung und Instandhaltung bedeutet für einen Großteil der gewerblichen Kälteanlagen, dass sie auf umweltfreundliche Kältemittel umgestellt werden müssen.
Die neue F-Gas-Verordnung konzentriert sich nicht nur auf F-Gase allein, sondern nimmt auch deren schädliche Verbindung mit per- und polyfluorierten Stoffen (PFAS) in den Blick. PFAS sind synthetische Chemikalien, die sich in der Umwelt nicht abbauen. Sie kontaminieren das Grundwasser, das Oberflächenwasser und den Boden. Das führt zu einer Vielzahl von Gesundheitsrisiken für Mensch und Tier. Nachdem bestätigt wurde, dass einige fluorierte Gase zu PFAS abgebaut werden, wird das Verbot dieser schädlichen synthetischen Kältemittel immer wahrscheinlicher. Die Diskussion darüber wird bereits geführt.
Die Europäische Chemikalienagentur (ECHA) ist für die Registrierung, Bewertung, Zulassung und Beschränkung von Chemikalien (REACH) zuständig. Sie hat Beschränkungen für die Herstellung und Verwendung von PFAS-Stoffen vorgeschlagen. Diese Beschränkungen würden sich auf Kältemittel wie R448a, R449a, R512a, R452a, R454b und viele andere beziehen. Sie galten bislang als beliebter Ersatz für Kältemittel, die ein hohes Treibhauspotenzial (GWP) haben und durch die F-Gas-Verordnung nach und nach vom Markt genommen werden.
Sollte die Beschränkung in Kraft treten, hätte dies zur Folge, dass Kältemittel mit PFAS-Anteilen für giftig und damit für umweltschädliclh erklärt werden. Damit würde die Anzahl der Kältemittel, die im gewerblichen Kältesektor als zukunftssicher gelten, weiter zurückgehen.
Betreiber gewerblicher Kälteanlagen werden Anlagen, die den jeweiligen Umweltstandards nicht mehr entsprechen, austauschen müssen. Gleiches gilt für die nicht mehr rechtskonformen Systeme, mit denen diese Anlagen betrieben werden. Nach den europäischen F-Gas-Auslaufbestimmungen und nach möglichen PFAS-Beschränkungen gibt es bis heute nur drei Kältemittel, die langfristig verfügbar sein werden. Es sind die gasförmigen Kältemittel Ammoniak (R717), CO2 (R744) und Propan (R290).
Vor dem Hintergrund dieser Entwicklungen empfiehlt FREOR, schon heute auf die natürlichen Kältemittel Propan (R290) und CO2 (R744) umzusteigen. Ein weiteres Argument für diesen Umstieg ist, dass diese natürlichen Kältemittel nicht nur umweltfreundlich sind, sondern auch äußerst energieeffizient.
Beide Kältemittel sind zukunftssicher, weil sie aktuell und unbefristet in keiner Weise von einschränkenden Gesetztesinitiativen und Vorschriften betroffen sind. Das gilt für mögliche PFAS-Beschränkungen ebenso wie für den globalen F-Gas-Ausstieg mit seiner Kigali-Ergänzung zum Montrealer Protokoll und seiner aktuell erneuerten EU-F-Gas-Verordnung.
